Current System Turns Farmers into Lawbreakers… “Foreign Employment Must Be Made Flexible”

[Korea Agricultural News Reporter Kim Ha-rim] “It is a situation where every farmer could become a criminal. We have to harvest immediately, but we can’t just stop using foreign workers…” lamented Park Jeong-gil, a farmer cultivating persimmons, grapes, and cucumbers in Sangju, North Gyeongsang Province. He was fined 3 million won last May for hiring a foreign seasonal worker who changed their workplace without prior permission. This is not just Mr. Park’s case. About 100 farmers living in Moseo, Modong, Hwadong, and Naeseo townships are currently facing fines of several million won or are at risk of receiving them. The Sangju Farmers’ Association (Chairman Jeon Seong-do) argues that the system is out of touch with the reality of rural areas where there is no one to work immediately.

Rural policies must now be designed while examining ‘the daily lives of residents’

[Korea Agricultural Policy Newspaper, Reporter Kang Seon-il] Calls are pouring in from the field to reflect on past agricultural policy actors and rural policies that have thoroughly objectified rural areas from a centralized perspective, believing that simply ‘developing’ something new and expanding infrastructure is sufficient. Instead, there is a growing demand to establish a new policy framework for rural areas based on the ‘residents’ perspective.’ The Presidential Special Committee on Agriculture, Fisheries and Rural Areas (Chairperson Kim Ho) has decided to hold regional forums to ‘shift the paradigm of rural policy,’ judging that it can no longer ignore these voices from the field. Over the past 20 years, various government ministries have spent massive amounts of money on diverse

FTC Cracks Down on Gasoline Price-Collusion by Some Local Agricultural Cooperatives in Jeju

[Korea Agricultural Policy News Reporter Kang Seon-il] The Fair Trade Commission (Chairman Joo Byung-ki, KFTC) has issued a corrective order and imposed a fine totaling 2.02 billion won on Jeju regional agricultural cooperatives, including Jeju Nonghyup and Seogwipo Nonghyup, for selling fuel at higher prices compared to other regions by setting standard prices for light fuels (gasoline, diesel, kerosene) through collusion with the Jeju branch of the Korea Gas Station Association (Jeju Gas Station Association). According to the KFTC, Jeju Nonghyup set its own light fuel sales prices from October 14, 2022, to July 10, 2024, and Seogwipo Nonghyup from September 19, 2022, to July 10, 2024, using the Korea Petroleum Corporation's Oil Price Information Service (Opinet)

A young worker died, yet Nonghyup remains ‘unchanged’

[Korea Agricultural Policy Newspaper, Reporter Kang Seon-il] Three weeks have passed since a 27-year-old young worker died in a forklift rollover accident at the Hanaro Mart of Hagwi Agricultural Cooperative (Chairman Kang Byeong-jin) in Jeju City, Jeju Province, on the 19th of last month. Yet, the agricultural cooperative organization, which had promised to uncover the truth behind the accident, remains unchanged. While it is standard practice for any organization to present measures to prevent recurrence at the organizational level whenever an accident occurs, the National Federation of Agricultural Cooperatives (Chairman Kang Ho-dong) is also remaining silent. For now, the Jeju Provincial Police Agency has booked Hagwi Agricultural Cooperative employees on charges of negligent homicide to examine whether safety management was properly conducted, and the Ministry of Employment and Labor has also launched an investigation to determine the facts.

From securing onion sales channels to farming on asphalt... Gosam Agricultural Cooperative by the farmers' side

[Korea Agricultural Policy News Reporter Kang Seon-il] Farmers cultivate their crops while facing all sorts of adversities, ranging from the climate crisis and skyrocketing production costs to agricultural imports and the resulting collapse in prices. In times like these, it is the duty of agricultural cooperatives to strive to alleviate the burden on farmers, secure stable sales channels for agricultural products, and guarantee fair prices. The reality is that it is surprisingly difficult to find local cooperatives that fulfill this duty, which may seem obvious. Amidst this, the case of Gosam Agricultural Cooperative (Chairman Yoon Hong-seon) in Anseong-si, Gyeonggi-do, which is determined to stand by farmers at all costs, is bound to attract attention. Farmers in the Gosam-myeon area of Anseong-si, where Gosam Agricultural Cooperative is located, primarily cultivate onions and garlic.
